Hampden County's Dual Registry System

Hampden County uses two separate Registry of Deeds offices. The South Registry is in Springfield and covers 16 communities in the southern part of the county. The North Registry is in Palmer and serves 7 communities in the northern towns. When you search Hampden County property tax records, the registry you need depends on which town the property is in. Both offices record deeds, mortgages, liens, homestead declarations, and other documents that affect real property in their districts.

Both registries can be searched online through MassLandRecords.com, which gives free access to all Hampden County recorded documents. You can also go directly to the Hampden Registry portal at massrods.com. The dual system is less unusual than Bristol County's three-district setup but still means you need to know which district covers your town before you go in person or call for help.

The MassLandRecords portal at masslandrecords.com consolidates both Hampden County registry districts in one searchable interface.

Hampden County Assessors and Property Tax Rates

Every city and town in Hampden County has its own assessor's office. Under MGL c. 59, §38, all property must be assessed at full and fair cash value. Rates vary significantly across the county. Springfield has one of the highest residential tax rates in Massachusetts. For FY2025, Springfield's residential rate is $15.68 per $1,000 of assessed value, and the commercial rate is $35.22. The average single-family home in Springfield is assessed at $255,800.

The Springfield Assessor's Office is at City Hall, 36 Court Street. Phone is (413) 787-6025. Email is assessors@springfield-ma.gov. Their website at springfield-ma.gov/assessors has assessment lookup, exemption applications, and abatement forms. Chicopee's assessor is at 274 Front Street, (413) 594-1510. Tax Bills, Due Dates, and Late Fees

Hampden County municipalities bill on a quarterly schedule. Due dates are August 1, November 1, February 1, and May 1 each year. If a bill goes past due, interest charges begin at 14% per year on the unpaid balance from the due date. Most cities offer online payment, check by mail, and in-person payment at city hall. Springfield and Chicopee both have online portals. Smaller towns vary in what they offer. Contact your local tax collector to confirm payment options.

Auto-pay is available in some communities. This can help you avoid missed deadlines. If you are facing financial hardship, some towns allow payment plans. The assessor's office is the first place to call for that kind of help. They can also direct you to deferral programs if you qualify.

Note: Property tax bills in Hampden County are issued and collected by the individual city or town, not the county; contact your local tax collector for payment details specific to your municipality.

Property Tax Exemptions in Hampden County

Massachusetts law under MGL c. 59, §5 provides several property tax exemptions for qualifying homeowners. All 23 Hampden County cities and towns must offer these programs. Seniors, veterans with service-connected disabilities, and people who are legally blind can apply each year. Veteran exemptions range from $400 to a full tax waiver depending on the level of disability. The state guide at mass.gov explains the full tier structure.

Tax deferral is another option for seniors in Hampden County. Under the Tax-ADE program, qualifying seniors can defer part of their annual property tax bill. The deferred amount accrues interest and is paid when the property is sold. This lets homeowners stay in their homes without the immediate burden of high annual taxes. Springfield, with its $15.68 residential rate, is one of the places where this matters most. The Circuit Breaker Tax Credit provides relief through the state income tax system for seniors whose property tax exceeds 10% of their income. You claim it on your state return, not through the assessor.

The Appellate Tax Board handles formal appeals of denied abatements. If your local Hampden County assessor denies your request, you can file with the ATB under MGL c. 58A. The Board holds hearings and issues binding decisions on disputes across all Massachusetts counties.

Note: Exemption deadlines vary by municipality; contact your Hampden County town assessor directly to confirm the filing deadline and required documentation for each program.

Abatements and Assessment Appeals

If you think your Hampden County property is assessed above fair market value, you can file an abatement application with your local Board of Assessors. Under MGL c. 59, §59, the deadline is typically February 1 of the tax year. The assessors have three months to act. If they deny your application or don't respond, you can appeal to the Appellate Tax Board under MGL c. 58A at mass.gov/orgs/appellate-tax-board.

The strongest abatement cases are backed by recent sales of comparable properties showing lower market values than your current assessment. You can pull sale data from MassLandRecords or from Springfield's and Chicopee's online assessment portals. In Hampden County, Springfield's high commercial rate of $35.22 makes commercial property abatements especially common. Businesses with over-assessed properties should document their case carefully before filing. Both the South and North Hampden registries hold all recorded deeds that can show recent market activity in any given area.
